واقـع جـودة العمــل الإداري في جامعـة تشــرين

Abstract

يعتمد نجاح المؤسسات التعليمية الجامعية على مستوى جودة الخدمات الإدارية التي تقدمها إدارة الجامعة, مما يؤدي إلى تحقيق أهدافها بكفاءة وفعالية بشكل يؤثر في مستوى جودة مخرجاتها ونتاجها, ومن هنا يقع على عاتق هذه المؤسسات التعليمية تهيئة الخدمات التعليمية وتوفيرها بمستويات عالية من الجودة, والقيام بالأبحاث العلمية وخدمة المجتمع ولا يتأتى ذلك إلا باتباع إدارة الجودة الشاملة للوصول إلى مستوى عال من الأداء.

والبحث الحالي يتناول واقع جودة العمل الإداري في جامعة تشرين من خلال واقع: القيادة الإدارية, ثقافة الجودة, التخطيط الإستراتيجي للجودة, الرقابة والتطوير, المشاركة في اتخاذ القرار, ولتحقيق أهداف البحث تم تصميم استبانة تضمنت الجوانب السابقة, وبعد الدراسة والتحليل تمّ التوصل إلى النتائج التالية:

-إن واقع جودة العمل الإداري في جامعة تشرين هو واقع مقبول, ويتوافق بدرجة متوسطة مع متطلبات تطبيق إدارة الجودة الشاملة, ويتمثل في حرص الجامعة على توفير مناخ تنظيمي يشجع على التميز في الأداء, واهتمامها بنشر ثقافة الجودة بين العاملين من خلال عقد مؤتمرات وورش عمل, وتبنيها مفهوم التخطيط الشامل للتطوير باستخدام تقنيات وأنظمة معلوماتية, واستخدام وسائل رقابية تمتاز بالسهولة والوضوح, وتوسيع قاعدة اللامركزية الإدارية للمشاركة بصنع القرارات.

- وجود فروق ذات دلالة إحصائية في درجة توافر الجودة في العمل الإداري تعزى لمتغيرات: المستوى الوظيفي, سنوات الخبرة, المؤهل العلمي.

The success of university educational establishments is based on the level of the  quality of  management services  introduced the university administration. This  leads  to effectively   achieving the  objectives  by  having a good  impact on the level of the quality of outputs and results. So it is imperative that these educational establishment offer  high quality educational services  and  conduct  serious academic research for serving society. To reach a high level of performance,  this  obligation  could not  be achieved  without  following  the  total management quality.  This research  deals with  management status at Tishreen University  through leadership management,  the culture of feasibility,  feasibility strategic planning, observation and development,  and participating  in  decision-making,. To achieve  the objectives of this research, a questionnaire  has been designed  to address  the previous aspects. After studying  and analyzing the data,  the results obtained are as follows:

- Work management quality at the University of Tishreen is fairly acceptable and moderately in line with the requirements of the application of total quality management; this is materialized by the university's keenness for providing an organized environment that encourages excellence in performance, and that is interested in spreading a culture of quality among staff through conferences, workshops, adopting the concept of comprehensive planning for development using techniques and information systems, and using easy and clear surveillance methods, and broadening the base of management decentralization of decision-making.

-There are significant statistical differences  in the degree of  providing work quality  management attributed  to these  variables: level of  employment, years of experience,  and academic qualifications.
