الدور المستقبلي للمصرف التجاري السوري في ظل وجود مصارف خاصة وظائف المصرف التجاري الحديث

Abstract

إن صدور المرسوم الخاص بوجود المصارف الخاصة في سوريا شكل تحديا جديدا للمصرف التجاري السوري في عملية الصيرفة المحلية من خلال الوظائف المعتمد عليها في المصارف الخاصة وغير معتمدة في المصرف التجاري السوري، وبالتالي شكّل ذلك إلى جانب التطورات والتغيرات في القطاع المصرفي المنادية بالإصلاح المصرفي والمتمثلة أيضاً في السياسات المالية الهادفة إلى الانفتاح وإزالة القيود أمام الاستثمار وجذب رأس المال الأجنبي والعربي والمحلي لتطوير الصناعة المصرفية وتطوير وتحسين الاقتصاد الوطني وحرية السماح بالخروج والدخول للودائع بالعملات الأجنبية، نقطة الأساس لهذا البحث المقدم لتوضيح بعض الوظائف الحديثة للمصرف التجاري ليستطيع إضافةً لوظائفه القديمة من إيداع وإقراض وسلف أن يؤكد دوره الاقتصادي في عملية التنمية الاقتصادية والاجتماعية وبما يتلائم مع معطيات ومتغيرات العصر والعمل على زيادة موارده المالية وحسن استغلال واستخدام هذه الموارد في كافة مجالات الاستثمار.

The issuing of the special decree for  establishing  private banks in Syria formed a new challenge to Commercial Bank of Syria in the field of local bunking operations, due to the functions based upon in the private banks which are not applied in Commercial Bank of Syria, Consequently, it formed, besides the decisive developments and changes in the banking sector calling for banking reform appeared also in the financial policies aiming to open relationships, removal of restrictions against the exploitations attraction of foreign, Arab and local capitals to develop the banking sector and improve the national economy and to give permission for entering and taking out deposits in foreign currencies, the main point of this research which is prepared to explain some modern functions of Commercial Bank of Syria, enabling it, in addition to  its old functions of depositing, giving loans and advance payments, to confirm its economical role in the economical and social development in suitability with the data and changes of the time and to increase its financial sources and to find the best. Way to exploit these resources in all fields of exploitation.
