Abstract

يعتبر الصندوق الوطني للتشغيل في تونس أحد الآليات الهامة التي تم اعتمادها لتوفير فرص العمل وخاصة بعد التزايد السريع في أعداد طالبي الشغل، فقد تمكن الصندوق من تحقيق العديد من الانجازات الهامة في هذا المجال، وبالتالي بلوغ  أغلب الأهداف  التي كان يطمح لها وذلك من خلال ابتكار العديد من البرامج  والوسائل في سبيل ذلك.

ونتيجة التحولات الاقتصادية المحلية والإقليمية والعالمية تعرض عمل الصندوق للعديد من العراقيل والصعوبات، مما جعله يخفق في تحقيق بعض الأهداف المنشودة، وهو ما يدعو الحكومة والمعنيين إلى ايلاء هذا الموضوع المزيد من الاهتمام والعناية مع الأخذ بعين الاعتبار المستجدات السياسية والاقتصادية والاجتماعية وخاصة على المستوى المحلي حتى يستطيع الصندوق التغلب على هذه الصعوبات ويمارس عمله بفاعلية أكثر.

Le  fonds national de l´emploi en Tunisie est l´un des principaux mécaniques sur lequel s`appuie le gouvernement pour fournir le plus grand nombre d´emplois surtout après l´accroissement de  demandeurs. Le  fonds a réussi à réaliser de bons résultats concernant ses principaux buts par la mise au point des plusieurs programmes et moyens.

En même temps le fonds se heurtait à plusieurs obstacles à cause des changements économiques: local, régional et mondial qui ont empêchés le fonds  de réaliser quelques objectifs désirés.

Ces problèmes demandent du gouvernement et des responsables plus d´intérêt et d´attention à ce sujet en prenant en compte les changements politiques, économiques et sociologiques dans le monde et surtout le changement  local ,pour parvenir à trouver les meilleurs solutions qui permettront au fonds d`exercer son travail de la manière la plus efficace.
