The Ottoman Empire witnessed a sensitive and critical phase with the arrival of Sultan Osman II to power. There was a noticeable deterioration in various aspects, and revolutions and seditions spread throughout the Ottoman lands, exhausting the country in general. Sultan Osman II was faced with a state of searching for solutions that would restore the state's sovereignty and glory. His efforts were focused on restoring and reforming the various state institutions. These reforms that were implemented were not the result of chance, but rather the result of the accumulation of many ideas and data that were filled with the books of Ottoman political thinkers with a reformist orientation, who believed that there were many sources of deficiency that must be corrected to achieve the best goals in governance. These writings found actual ground and real space for implementation during the period studied. The research came as an attempt to clarify and review the most important reasons and motives of Sultan Osman II for reform, and what were the most important of those reforms that he carried out.
