آليات عملية التكامل التشغيلى بين المنطقة الحرة المرفئية والميناء البحرى ، " دراسة حالة للمنطقة الحرة وميناء جبل علي"
Abstract
يتناول هذا البحث بالتحليل لآليات التكامل التشغيلي بين المنطقة الحرة المرفئية والميناء البحري ، استناداً الى دراسة حالة للمنطقة الحرة وميناء جبل علي ، والتى تم اختيارها اعتباراً للمركز المرموق الذى يحتله ميناء جبل علي والمنطقة الحرة فى الصدارة العربية والعالمية ، فتستهل الورقة البحثية بالتعاريف المختلفة لأنواع المناطق الحرة ، ثم تقديم شكل إيضاحى لآليات التكامل التشغيلى بين الميناء البحري والمنطقة الحرة ، ومنه ينتقل الباحث إلى تحليل الوضع الراهن لعمل المنطقة الحرة والتي تتكامل مع ميناء جبل علي ، وقد بين البحث نوعيات حركة البضائع ، والإجراءات الجمركية للأنواع المختلفة من البوالص بالمنطقة الحرة فى جبل علي ، والنظم الإلكترونية المطبقة فى إجراءات الخدمات الخاصة بوكلاء الشحن البحري ومخلصّي البضائع وأثرها علي عملية التكامل التشغيلي بين الميناء والمنطقة الحرة فى جبل علي ، وقد تم إجراء دراسة إحصائية عن العلاقة بين أعداد الحاويات المتداولة فى الميناء والمنطقة الحرة والصادرات والواردات والناتج المحلي الإجمالي ، وخلص البحث إلى عدد من النتائج والتوصيات أهمها حتمية وجود آليات للتكامل التشغيلي بين المنطقة الحرة والميناء مع تطبيق النظم الإلكترونية لإجراءات حركة البضائع والحاويات باعتبارها من أهم متطلبات تحقيق ذلك التكامل ونجاحه.Downloads
