أهمية جمع البيانات ومعالجتها في صياغة الدليل الوطني للتخطيط الإقليمي في سورية (كحالة دراسية)
Abstract
تُعد عملية جمع بيانات خطط التنمية الإقليمية ومعالجتها من الموضوعات الهامة في صياغة دراسات التخطيط الإقليمي والتنمية العمرانية، وإن العمل في إعدادها وأساليب جمعها ما تزال طرائق متباينة؛ مما فسح المجال للعمل على تأسيس قاعدة البيانات على المستوى الوطني، متضمنة أهم المصطلحات والمفاهيم المتعلقة بصياغتها هذه كمعطيات، لتصبح أداة ذات فائدة في استخراج المعلومات الأساسية لبناء الدراسات والمقترحات التخطيطية.
وقد تبين من خلال تحليل البيانات الوصفية والكمية والإحصائية، أنه يمكن تطبيعها مكانياً لتصبح معطيات إقليمية وعمرانية، يمكن قياسها وتصنيفها وربطها بالخرائط الرقمية والصور الفضائية؛ والبحث يتناول الأطر النظرية والملامح الأساسية لبناء نظم معطيات التخطيط الإقليمي، والمفاهيم المعاصرة في تصميم هذه النظم مع الأخذ بالحسبان التجارب العالمية؛ بقصد تزويد المُخطِط الإقليمي بأكبر قدر ممكن من البيانات الصحيحة والموثوقة الداعمة لاتخاذ القرار التخطيطي، من خلال دليل مبسط يعتمد كمرجع يمكن للدارس الرجوع إليه بسهولة، ضمن إطار تسلسلي تطبيقي مواكب لمراحل أعمال التخطيط الإقليمي والعمراني.
