The Security Council enjoys an important position among the United Nations bodies due to its undertaking of the basic function for which the organization was established in 1945, which is the maintenance of international peace and security. To carry out the burdens of this function, the United Nations Charter granted it broad powers and absolute discretionary authority to adapt and assess the seriousness of international situations and conflicts and the extent to which they are considered a threat to peace or a breach of it or that they constitute an act of aggression. However, practical reality has proven that the Security Council tends to exercise its discretionary powers very broadly, especially with regard to defining the concept of international peace and security due to the flexibility and ambiguity of this term. It was necessary to find a reference that specializes in examining the decisions of the Security Council to monitor their legitimacy and consistency with the texts of the Charter of the United Nations. The importance of studying this topic is evident in that the decisions of the Security Council have become a subject of controversy, especially after the end of the Cold War and the United States of America’s control over the Council and the decisions together.
