Assessment of Administrative and Technological Requirements for e-management in Higher Education Institutions (A Survey of Syrian Higher Education Institutions)

This research investigates the current state of administrative and technological prerequisites for e-governance in Syrian higher education institutions. Employing a descriptive-analytical approach, data was collected through a survey targeting senior administrators in multiple Syrian universities. A five-point Likert scale questionnaire was used, and data analysis encompassed descriptive statistics (means and standard deviations) and reliability and validity tests (internal consistency using Kaiser-Meyer-Olkin and Cronbach's alpha). A one-sample t-test was employed to examine the statistical significance of differences between the sample means and the neutral midpoint (3) for administrative and technological requirements. Results revealed notable shortcomings in both areas, with mean responses failing to indicate a robust implementation of e-governance in Syrian universities. Notably, absent were clear strategic plans, supportive regulations, and adequate technological infrastructure. Consequently, the study recommends the development of clear strategic project plans, necessary technological equipment provision, supportive legislation, and infrastructure development for a stronger e-governance framework.
