العوامل المؤثرة في نشأة المناطق العشوائية وسياسات الارتقاء

Abstract

التضخم السكاني في المدن الكبرى أسبابه متعددة يعود أهمها إلى هجرة سكان الريف إلى المدينة نظرا لتوفر فرص العمل والخدمات فيها. إضافة لعدم وجود دراسات عميقة على المستوى الإقليمي لهذه المدن وتجمعاتها السكانية أي ضعف الاهتمام بالتنمية الإقليمية والتي تهدف إلى تحقيق التوازن في توزيع الاستثمارات بين الإقليم وبين الريف والحضر, والسباق السريع بين محاولات الدولة في وضع خطط التنمية الإسكانية وتغطية الاحتياجات السكانية وبين حركة الهجرة السكانية إلى المدينة. ظهرت صعوبات كثيرة تعاني منها الحكومات في تأمين هذا الاحتياج، ومن هنا لجأ السكان الجدد إلى البحث عن حل لسكن على أطراف المدينة.ظهرت المناطق العشوائية منها الكثير المتدهور ومنها ما هو مخدم بالحد الأدنى من الخدمات من مياه و كهرباء, وطوقت المدينة من الجهات الأربعة تقريبا والتصقت بها فأصبحت و كأنها قرى في المدن من حيث البناء والخدمات والعمران .

  • يتناول البحث بالمحور الأول التعرف على ظاهرة المناطق العشوائية, من خلال معرفة أسباب نشأتها ونموها والمشاكل العمرانية التي ظهرت معها والتي لا يمكن فصلها عن الظروف الاجتماعية والاقتصادية والبيئة المحلية للسكان.
  • أما المحور الثاني يستهدف الوقوف على تأثير المناطق العشوائية عمرانياً واجتماعياً واقتصادياً في البنية العمرانية للمدينة, واستنتاج سياسات الارتقاء بالمناطق العشوائية عمرانياً، وطبيعة الدور المجتمعي في تحسين هذه المناطق.
