Abstract

Since the establishment of the United Nations Organization in 24 October 1945, the use of the great members of the Security Council for the Cassation of Cassation (veto) has had a great impact on obstructing the role of the Council in preserving    

 international peace and security.                                                                 

After the end of the Cold War and the collapse of the socialist camp, the international regime turned from the polar dualism to the monochrome of the United States of America, which in turn began to use the veto service its own interests and defend its allies.  Hence, the use of the veto is the most prominent obstacle to the effectiveness of the Security Council, as it led to the disruption of its duties and preventing it from achieving the goal of its establishment, in addition to other obstacles at the structural and functional level, so the ways of proposals had to be found reforms in order to safeguard the council.
